OMB is concluding review on this ICR. When EPA resubmits its ICR for the 2005 survey, EPA should include an analysis of the data from this survey. The analysis will include: (a) the response rate calculation and results; (b) a discussion of both the respondents and non-respondents (including a breakdown of which groups had high and low response rates); (c) an explanation of any biases noted or suspected in the initial phase (e.g. response biases, misreporting, etc.); (d) a discussion of any changes in the state of the world, such as new regulations or voluntary industry standards, that might explain an increase or decrease in the industry's use of IAQ practices that did not occur as a result of EPA's efforts. OMB agrees with EPA's assertion that this survey does not measure indoor air quality. No studies currently exist that suggest a positive relationship between the presence of IAQ managment practices and indoor air quality. In addition, OMB agrees with EPA's assertion on page A-3 that a response rate below 75 percent may indicate that the data is not representative of the larger universe.

The U.S. Environmental Protection Agency (EPA; the Agency) is currently working with other Federal agencies and the public, as well as with other nations, to promote effective approaches for identifying and solving indoor air quality (IAQ) problems. As part of this effort, EPA has developed a guide which addresses indoor air quality in large office buildings entitled, "Building Air Quality: A Guide for Building Owners and Facility Managers" (BAQ).
