Terms of Clearance: OMB would like the opportunity to review agency responses to public comment on the information collection requirements in this rule before taking final action. On page 18 of the justification, the calculation under "Newly Certified" is not clear. This may be double counting or a lack of clarity in the calculation. In the final submission, it would be helpful to better relate the additional burden imposed on airports being newly certified to the burden on similar airports already complying with Part 139 in order to better evaluate the incremental burden being imposed.

Abstract: The NPRM proposes to revise the current airport certification regulation and to establish certification requirements for airports serving scheduled air carrier operations in aircraft with 10-30 seats. If adopted, these changes to 14 CFR part 139 would result in additional information collections.
