definatively evaluate informatics and telemedicine applications
since its results are limited to New York State and cannot be
generalized nation wide. In addition, it is unclear how this effort
will evaluate the costs versus the benefits of these applications;
HCFA must follow-up with more detail on linkages with existing
claims data bases that will facilitate this analysis. Finally, HCFA
must: 1) incorporate the appropriate disclosure statements as
mandated by the Paperwork Reduction Act of 1995; and 2) amend all
race/enthnicity questions consistent with OMB Directive 15.

Section 4207 of the Balanced Budget
Act of 1997 mandated HCFA to conduct a demonstration project to
evaluate the effectiveness of advanced computer and
telecommunications technology ("telemedicine") to manage the care
of people with diabetes. HCFA issued a request for proposals and,
after review of the responses, selected a consortium led by
Columbia University to conduct this project.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
