OMB remains
concerned about the history of expirations and emergency
reinstatements involving this collection over the last several
years. However, we are pleased that ETA is already in the process
of preparing a revised information collection request to renew this
packet. This request is approved through 12/31/00 to enable ETA to
collect Welfare to Work financial and program data for the quarter
ending 6/30/00. It is OMB's expectation that ETA will provide us
with copies of Welfare to Work program reports based on data gained
from this report that illustrate expenditures and participant
activities.

This request for approval of the WtW
Formula and Competitive Cumulative Quarterly Status report formats
is necessary so that the Department may collect statutorily
required data from the States and other grant recipients on a
quarterly basis. The information will provide a means for the
Secretary of Labor to manage and evaluate the WtW program as well
as to develop a formula for measuring State performance to be
utilized in determining and awarding bonuses to States. These
performance bonuses are authorized under the Act in Section
403(a)(5)(E).
On behalf of this Federal agency, I certify that
