OMB agrees with EPA's assertion that the study results are not generalizable to the US population. OMB is concerned with a number of issues raised by the methodology used in this ICR. In future ICR submissions that involve an epidemiological study to identify and evaluate exposure to and effects of air pollutants on human health, EPA should address the key points enumerated below. 1. Describe in detail how the research will contribute to the scientific literature and advance EPA's understanding of health effects and exposure to fine PM, VOCx and/or other air pollutants. In addition, specific attention should be given to addressing hte practical utility of the data generated for performing risk assessments. 2. Address how the potential confounding factors of indoor air quality and biological contaminants will be accounted for in any study relying on outdoor ambient air quality measures. 3. Justify the failure to include monitoring for ozone and sulfur dioxide, or any other key pollutants that are known to affect pulmonary function. 4. Provide a description of potential complications from using statistically aggregated data and a justification for the choice of such methodology over an individual level cohort study.

This study will examine the respiratory health effects of mobile source air pollutants school children living in a metropolitan area along the US-Mexico border. El Paso, Texas was selected because of heavy traffic volume and wintertime meteorological conditions in a large metropolitan area.
