is approved until 10/2002, at which time, ETA must resubmit for
approval and be able to justify the continued collection of
extensive process-related data. It is OMB's general position that
burden placed on respondents should be directed toward results
rather than process. Additionally, ETA's pilot studies were
conducted in violation of the PRA, which limits the collection of
information from more than 9 individuals. Approval is also
conditional upon ETA's compliance with OMB's request for revised
copies of all reports, forms, data specifications, and a glossary
of terms, as agreed to in our 10/12/00 conference call.

Youth Opportunity Grants are expected
to serve roughly 45,000 youth each year in 40 high-proverty
communities. The Management Information System requirements for the
grantees will include collecting demographic information on
enrolles, documenting services received by enrollees, and following
up enrollees as prescribed by law for at least two years after
placement. Grantees will be required to provide monthly reports to
DOL on participant characteristics, services being provided, and
placement rates, quarterly reports to DOL on employment and
earnings at follow-up.
