OMB notes that
ETA has been collecting this information since 1998 without OMB
approval. This is a serious violation of the PRA, and the
seriousness is compounded by ETA's pattern of failing to submit
grant-related collections for approval. OMB will continue to
monitor this situation. This collection is being approved on the
following conditions agreed upon during the 10/20/00 conference
call. (1) ETA will replace references to JTPA with references to
WIA throughout the forms and instructions (2) ETA will update the
burden statement at the bottom of all forms with the correct number
of burden hours (3) ETA will correct the instructions on the PCR to
clarify high school graduation status and to ensure that grantees
are allowing and reporting multiple responses to categories of race
(4) ETA will correct the fonts used in the instructions to make
them consistent, and (5) ETA will regularly update the quarterly
report to reflect the correct quarter.
