Abstract: Goals 2000 strives to help states develop high standards and then apply them toward improving instruction and student achievement. Based on information gathered from six diverse states, Moving Standards will evaluate the effectivensss of standard-based reform, focusing on the quality of supported activities and the effects of those activities on instructional practice and student achievement.
