OMB agrees with EPA's focus, illustrated by the following excerpt from the supporting statement: "EPA is more concerned that USFRS and participating generators provide reliable and accurate data than they are about the outcome of the project." In addition, OMB approval is granted based on the Agency's assertion that "... EPA will take due care to ensure that the reporting forms will allow for generators to provide USFRS with quality and meaningful data." Information requested by USFRS cannot extend beyond the scope of that described in the supporting statement of the ICR. Furthermore, EPA must provide OMB with final versions of the templates provided with the information collection request, as well as a detailed description of the methodology used to determine water use reduction and waste minimization, and cost savings. This information collection is approved for the three purposes identified in the supporting statement -- "(1) for USFRS to determine which generators and transporters are eligible to receive flexibility under the proposed rule, and for USFRS to determine which generators and transporters should continue to receive the flexibility afforded under the rule, (2) for generators, transporters, and USFRS to track their shipments of SL 001 waste, and (3) for EPA to determine whether the project should be continued.

This is an amendment to a currently approved ICR to cover the Project XL Rulemaking for the U.S. Filter Recovery Services (USFRS) XL Project. The proposed rule would provide regulatory flexibility under RCRA. The proposed rule would provide regula- tory flexibility to allow approved generators and transporters of USFRS's water treatment ion exchange resin wastes to replace existing requirements for hazardous waste generators and trans- porters with a comprehensive program designed and implemented by USFRS to properly store and transport the USFRS water treat- ment ion exhange resins.
