This Information collection Request consists of a generic request for approval of program evaluation activities by ten State cooperative agreement awardees. EPA states that "the purpose of this 'generic' Information Collection Request (ICR) is to enable some of the 10 State SBO or SBAP Programs to collect information of results/effectiveness on their projects so that we all can better understand which of the various types of outreach projects were most effective in reducing or eliminating identified deficiencies while also obtaining anecdotal and statistically-valid, where feasible, information/results of these outreach and assistance actions/activities." \

Abstract: 1999 VA/HUD & Independent Agencies Appropriation Act provided funds to strengthen State SBO/SBAP program created by Section 507 of the 1990 Clean Act Amendments. The Congress mandated that the EPA Small Business Ombudsman award grants (or cooperative agreements) to states to correct identified deficiencies and report the results (use and effectiveness) to Congress including an estimate of emission reductions achieved by these state projects. Ten individual State projects were awarded and must report this information to EPA.
