Quality assurance specifications and
requirements to be provided by State and local agencies and for
research financial assistance include a written Quality Assurance
Project Plan that describes in detail or by reference the purpose
and objectives of the proposed study, measurement systems used, the
quality control (QC procedures to be followed, data analysis and
reporting, any other aspects of QA/QC used to document that the
data generated are of the quality claimed and needed to meet
project objectives and support findings and conclusins. The QA
project plan can be combined with a work plan provided all of the
QA/QC requirements
