Terms of Clearance: In addition to addressing the comments provided by the public, TVA should include the following in its final ICR submission: (1) A description in the supporting statemetn of how the number of respondents was determined, adn what infomration/method was used to determine the annualized cost per applicant. (2) A calculation of average burden using application completion times of individuals other than TVA employees (who are likely to be more familiar with the forms than the average applicant). (3) An explanation of hte method used to determine the annualized cost to the Federal Governmetn. Finally, TVA shall consider the merits of including the question that requires applicants to "list the names, addresses, and telephone numbers of adjoining property owners, lessees, etc., whose properties also join the waterway."

Abstract: Section 26a of the TVA Act of 1933, as amended, requires that TVA review and approve plans or the construction, operation, and maintenance of any dam, appurtenant structure or other obstructio affecting navigation, flood control, or public lands. The information is used to assess the impact of proposed construction on statutory TVA programs and regulatory requirements.
