to the following terms: 1) In any report, ED will note that the
results are not generalizable since they were not based on a
representative sample of GEAR UP partnerships. 2) ED will report
that there may be systematic biases in the GEAR UP and comparison
schools that could account for some or all of the observed
differences. ED will also provide a report to OMB on the measured
differences between GEAR UP and comparison schools. In the future,
ED should not proceed with sample selection prior to approval by
OMB.

The evaluation responds to the
legislative requirement in P.L. 105-244, Section G to evaluate and
report on the effectiveness of projects funded under the Gaining
Early Awareness and Readiness for Undergraduate Programs (GEAR UP)
program. Students' and parents' expectations for postsecondary
education, their knowledge of the academic preparation needed and
availability of financial resources. and students' academic
performance will be compared over time for students in schools
participating in GEAR UP and in schools not receiving GEAR UP
services. Outcomes for GEAR UP participants will be analyzed by
type and intensity..
