This ICR is
approved for three years. However, OMB is concerned that in-transit
shippers currently do not have access to the Automated Export
System (AES). OMB understands that the Corps is working with the
Census Bureau and the US Customs Serviced to include a module for
in-transits in the AES, and urges that these agencies work to make
this option available to in-transit shippers as expeditiously as
possible.

The data collected on this form are
movements of foreign cargo from one foregin country to another
foreign country through a U.S. water port. Since the goods are
neither produced nor con- sumed in the U.S., they do not count in
the balance of trade statistics, but are important from a water
transportation stand- point. Vessels moving these goods use
federally maintained channels, and these goods should be included
in federal water transportation and multi-modal transportation
analysis. The data collected is used by the Corps of Engineers and
the Mari- time Administration.
