The Omnibus Budget Reconiliation Act of 1986 directs FERC to "assess and collect fees and annual charges in any fiscal year in an amount equal to all of the costs incurred by the Commission in that fiscal year." (42 CFR 7178) IN Rm00-7-000, FERC estab- lishes a new methodology for the assessment of annual charges to public utilities based on transmission (volumes of electricity transmitted) rather than on power sales and transmission. This change is made to reflect changes in electric industry and also changes in FERC's workload.
