is approved until October 2003. Prior to that time, EPA should
undertake measures to provide for electronic compliance with the
terms of the collection, including electronic signature of the
associated Memorandum of Understanding. As part of this approval,
EPA agrees to amend the supporting statement and burden estimates
to include the minor burden associated with completing the MOU.
Before resubmitting the collection to OMB for review or approval,
EPA should review the burden estimates associated with the
collection.

The Landfill Methane Outreach Program
(LMOP) is a voluntary program designed to encourage and facilities
the development of environmentally and economically sound landfill
gas-to-energy (LFGTE) projects across the United States. The LMOP
does this by educating local governments and communities about the
benefits of landfill gas recovery and building partnerships between
state agencies, industry, energy service providers, ocal
communities, and other stakeholders interested in developing this
valuable resource in their community.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
