NOAA is instituting a program to
reduce excess fishing capacity by paying fishermen to (1) surrender
their fishing permits or (2) both surrender their permits and
either scrap their vessels or restrict vessel titles to prevent
fishing. Separtely approved requirements for the program included a
referendum to be held at a certain point in the process. Comments
on the proposed rule have indicated that an additional referenda
may be needed. NOAA has also decided that certain requirements that
were considered implicitly part of previous requirements need to be
made explicit.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
