this study under the following condition: If the survey results
from the randomly selected U.S. businesses are to be generalizable
to all U.S. businesses, an 80 percent response rate must be
achieved. A response rate of less than 80 percent is acceptable for
purposes of generalizable results if a follow-up survey of randomly
selected non-respondents is conducted with a response rate of at
least 80 percent. If neither of these response rates is possible,
the survey results may provide anecdotal reference data, but cannot
be considered representative of the population.

Conduct a survey of businesses on the
topic of white collar crime. Particular areas of interest include
victimization, perpetration, prevention measures, cybercrime and
general demographics.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
