is approved for three years. When it next submits the collection to
OMB for revision or renewal, EPA should verify that all non-labor
costs are properly included in the cost component of the burden
estimate. OMB is also concerned that the requirement that records
be maintained for five years may be unduly burdensome and lacking
in practical utility. EPA should review this requirement and if
appropriate undertake any actions needed to revise it in
conformance with OMB guidance.

Automotive aftermarket part
manufacturers must submit the required information with their
applications for certification. EPA will use the information to
verify that voluntarily aftermarket parts are in compliance with
federal emission standards.
On behalf of this Federal agency, I certify that
