Terms of Clearance: The agency not demonstrated sufficient internal review capabilities necessary to carry out a programmatic clearance of this nature. In particular, the agency failed to comply with the terms of the previous clearance by failing to provide all surveys for OMB review prior to use and failing to provide the promised annual reports. In addition, the agency failed to update the supporting statement or proposal, submitting a copy of the previous submission. The agency may resubmit this proposal for OMB review without additional Federal Register notices, but such submission must include a full accounting of the agency's activities under the OMB control number for the last three years.
