Terms of Clearance: The agency not demonstrated sufficient internal review capabilities necessary to carry out a programmatic clearance of this nature. In addition, the agency failed to update the supporting statement or proposal, submitting a copy of the previous submission. The agency may resubmit this proposal for OMB review without additional Federal Register notices, but such submission must include a full accounting of the agency's activities under the OMB control number for the last three years.
