Congress and the President recently established a Presidential Commission on Offsets in International Trace, to review & report on the impact of offsets on the U.S.economy and U.S. national security. As part of its mission, the Commission is undertaking this survey of offset transactions, in order to assess and, where possible, quantify their economic effects.
