This information
collection request is approved consistent with revisions submitted
by FNS on 3/6/2001, and FNS' agreement in conference calls on
3/2/2001 and 3/5/2001 to the following terms: (1) FNS will not
report results from the implementation portion of the study,
including the focus groups, as being generalizable. (2) FNS will
instead use these results to describe the implemen- tation
experiences of the pilot sites and to inform the impact study. (3)
FNS will provide OMB with clean copies of the revised instruments
prior to their implementation. Additionally, OMB notes that FNS
collected application information from school districts seeking to
be selected as a pilot site without seeking OMB approval, in
violation of the PRA.

This Congressionally mandated project
will inform Congress and the USDA about the effects of making
school breakfasts free to all elementary school students on various
student outcome measures and program costs.
