This is a collection of information
would allow vessel owners possessing both a limited access black
sea bass permit and an American lobster permit and fishing in
Lobster Management Area 5 (LMA5), and who wish to direct fishing
effort on black sea bass, to elect a new permit, the LMA5 Trap
Waiver Permit. While operating under the LMA5 Trap Waiver Permit,
permit holders would not have to comply with the American lobster
trap limits, maximum trap size, trap tagging requirements, and
larger escape vent requirements. To get the permit fishermen must
submit an application, and must cancel the permit when
appropriate.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
