This rule provides guidance for States regarding compliance with Section 1926 of the Public Health Service Act (42 USC 300x-26) related to sale or distribution of tobacco products to minors. The rule specifies the content of the State's annual report on the rule and application for Substance Abuse Prevention and Treatment Block Grant funds. The annual report is approved separately under OMB control number 0930-0080.
