Appropriations Bill for FY 2000 calls for IRS to undertake a two year study of whether taxpayers are appropriately documenting transactions under IRC 6662(e). Phase I of the study (Phase I) is to be completed by February 2001. Study will provide information regarding effectiveness of existing regulations and may ultimately reduce costs to taxpayers in preparation of supporting pricing documentation. Study will impact how scarce IRS resources are utilized and the level of examination activity on transfer pricing examinations. National focus will ensure consistent treatment nationwide and across industry lines....
