The Commission issues licenses for nonfederal hydropower pro- jects and monitors these projects to ensure that conditions of the license are being met. The Commission's licensing and post- licensing processes have the multiple intents of maintaining power generation, enhancing and protecting the envionment, and enhancing recreational assets of water resources. Part 1, Section 10(a) of the Federal Power Act requires the Commission to be responsible for ensuring that hydroelectric projects sub- ject to its jurisdiction are consistent with the comprehensive development of the nation's waterways for recreation and .....
