This request is
approved conditional upon the following terms: (1)Given that states
were not randomly selected for participation ERS must not claim
that the study's results are generalizable. (2)ERS must not
attribute changes in participant health status to either WIC
cost-containment or voucher redemption practices. No causation may
be implied. (3)ERS may not report that the results of the focus
groups are generalizable. (4) In reporting results, ERS must
discuss the limitations of the study and qualify results
accordingly. (5)ERS is cautioned to carefully observe agreed upon
standards and procedures, including full compliance with the
Privacy Act and other applicable laws & regulations in order to
ensure the privacy of study participants. (6) ERS will complete an
analysis of response rates that includes break-outs of where &
how nonresponse occured, & will provide such analysis to OMB
along with a copy of the final report.

This mandated study assesses and
evaluae the impact of cost- containment practices used by State WIC
agencies on seven objectives pertaining to WIC program costs and
participant satisfaction.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
