Terms of Clearance: In accordance with 5 CFR 1320, this information collection was improperly submitted. Specifically, the agency failed to comply with 5 CFR 1320(a)(iii) and the terms of clearance. The agency did not submit the instructions for collecting the information as required by OMB and specifically requested in the previous terms of clearance; nor did the agency submit copies of pertinent statutory authority and regulations. The agency also requested approval for collection of information for programs that no longer require information collection. Upon resubmission, the agency should provide the information required by OMB, remove references to programs that no longer need the information collected in this request, and provide a schedule and/or timeline for eliminating duplicative collections of information [as requested by OMB in earlier meetings]. The Agency must also fully address their plans to make this collection compliant with the Government Paperwork Elimination Act.
