Approved consistent with ED's memos dated 2/7/01 and 2/12/01, and clarifications in subsequent memos and phone calls. Package is approved for 15 months, to allow for the first round of data collection. In future submissions for longitudinal data collection, ED shall submit a detailed summary of location rates and interview completion rates. If the interview rates fall below 80%, or the location rates fall below 90%, OMB will determine if the longitudinal portion of the study will be compromised by biases because of low response rates.
