This collection
is approved for three years. OMB notes, however, that the ICR does
not appear to account properly for the non- labor costs associated
with the collection. These may include costs of record storage,
mailing, and costs associated with any monitoring required by the
rule. EPA should review the cost burden and, within the next 60
days, submit a change worksheet making appropriate revisions.

This NESHAP Establishes control
requirements, monitoring requirements, recordkeeping and reporting
requirements to control benzene emisions from storage vessels and
Coke By- Product Recovery Plants.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
