Terms of Clearance: OMB would like to review agency responses to public comment on the information collection requirements in the NPRM before taking action on the ICR. Of particular interest are the comparative costs of welding numbers vs. painting numbers on barges which are analyzed at 66FR0646. We believe a more adequate justification should be made if the recommended option were to be chosen in light of the comparative costs and benefits of the alternatives presented in the NPRM. It would also appear that the forms would be good candidates for electronic filing. Coast Guard should more fully evaluate this option, consistent with GPEA guidance. Including the OMB address on the burden statemnt is no longer necessary.
