Abstract: Applicant in the 2 GHz mobile satellite service will be required to include information concerning orbit debris mitigation measures. In addition, licensees will be required to submit milestone reports to insure adherence to milestones schedules set forth in their authorizations. Licensees that receive expansion spectrum as part of the unserved areas initiative must provide an annual reports on the actual number of subscriber minutes originating or terminating in unserved areas as a percentage of actual U.S. system use.
