consistent with the following terms of clearance: 1) In any report
of the data from this study, the RDS procedure cannot be claimed to
produce generalizable or statistically reliable results for the
cities sampled or the national population of Jazz Musicians. The
RDS study shall be considered case-study data, used to supplement
the more representative union sample. 2) The entire study shall not
be claimed to be nationally representative, since cities were
purposively selected. The union study can be generalized to the
union population in the 4 metropolotian areas. 3) The data is
covered under Circular A-110, and confidentiality pledges should
reflect this. 4) NEA shall conduct further pilot studies and submit
the results to OMB prior to full implementation of the study. 5)
NEA shall submit any reports from this data to OMB upon completion.
Other changes discussed in the final conference call of 1/22/01
will also be adopted.

The information from this study will
be used by the agency to improve the design of programs to support
the jazz field. The survey results will provide unique information
on the condition and needs of jazz artists across four cities with
significant jazz activity. The respondents to the survey will be
jazz musicians.
