NSF's request
for OMB approval of a Generic Clearance for Quick Response
capability for its SRS Division is approved conditional upon the
following terms of clearance: (1) Use will be limited to
policy-relevant issues in science, engineering and technology using
the predetermined sample frames in 4/20 memo (2)Use will be limited
to those time-sensitive situations when use of normal PRA approval
processes would prohibit the collection of data (3) NSF will
provide a minimum public notice period of 10 days concurrent with
OMB review (4) NSF will direct all public comments solicited
through the notice to OMB (5) OMB will make an effort to review
each task within 2 weeks of receipt (6) NSF will submit each task
to OMB for approval & include an 83-C with cost & hour
burden, a cover memo explaining the time constraints &
justifying inclusion under this generic clearance, a thorough
description of the task purpose, population & sample,
methodology, objectives & planned uses of the data (7) Burden
will be limited to no more than 20 minutes per respondent (8) NSF
will ensure that results are generalizable to the population being
studied and will take appropriate steps to obtain adequate response
rates (9)Consistent with NSF's revisions, this clearance will not
be utilized for customer satisfaction surveys.

National Science Foundation's Division
of Science Resources Studies (SRS) needs to collect timely data on
constant changes in the science and technology (S&T) sector and
to provide the information to policy-makers in Congress and
throughout the Government. SRS needs to sponsor quick response
surveys on S&T subjects. The respondents will be from industry,
academia, other nonprofit organizations, Federal agencies, and the
public.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
