clearance includes approval of the revision of question 8 of SF
328, clarifying the question's applicability to shares held by
foreign persons in ways that do not identify the owners, as
suggested in a public comment. Please inform OMB when the revision
has been approved by the cognizant security agencies, in accordance
with National Industrial Security Program procedures, or if the
change is not approved, the reasons for disapproval. (2) DoD has
indicated that it plans to develop and deploy digital signature
capability, which would allow electronic submission of the covered
forms as required by the Government Paperwork Elimination Act
(GPEA). DoD should report on its progress in its next GPEA
implementation report.

The execution of the DD Forms 441,
441-1, and SF 328 are factors in making a determination as to
whether a contractor is eligible to have a facility security
clearance and/or participate in the National Industrial Security
Program (NISP). It is also a legal basis for imposing NISP
requirements.
