Abstract: These requirements implement the prohibitions and exceptions of the Endangered Species Act (ESA), except those concerning the Convention on Internatinal Trade in Endangered Species of Wild Fauna and Flora (CITES). The ESA provides for the protection of listed species through establishment of programs for their recovery through prohibition of harmful activities.
