Form BL-3 is required by law and is
designed to collect timely information on international portfolio
capital movements, including notification by banks, other
depository institutions, brokers and dealers to U.S. nonbank
borrowers from foreigners that they may have a reporting obligation
under the TIC system. This information is necessary for compiling
U.S. balance of payments, for calculating U.S. international
investment position, and for formulating U.S. international
financial and monetary policies.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
