This request covers applications for engine emission certifi- cation by manufacturers of SI nonroad engines. The ABT program will allow manufacturers to generate emission credits for use in averaging, banking, or trading. Under averaging, manufactur- ers could certify one or more engine families within its product line at levels above the emission standard, provided the increas- ed emissions are offset by emission reductions for one or more families certified below the standard.
