reliability of each survey, management of this project should
emphasize obtaining adequate sample size to be able to generalize
results and taking steps to maximize response rates. (2) Any
questions on race and ethnicity should conform to OMB standards
(see 62 FR 58789). The 'Other' category is not permitted under
these guidelines and there should be a separate ethnicity question
before the race question. (3) This approval applies only to those
surveys specifically included in this collection and for which OMB
has received copies of the survey instruments. Other surveys
referenced in the package are not covered under this approval.

In response to Executive Order 12862
and the Government Performan Performance and Results Act the
Response and Recovery Directorate (R&R) of the Federal
Emergency Management Agency condusts surveys to obtain information
about customer satisfaction and program effectiveness. The surveys
help measure performance against standards and goals and helps
interpret the effects of disaster- related policy chanages or
innovtions. R&R will collect data via phone, mail and internet
surveys and focus groups and plans to survey individual disaster
applications, state & local officials other federal agencies,
and voluntary agencies.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
