Abstract: We are establishing regulations concerning the interstate movement of plants and plant products from the District of Columbia. The regulations require that all plants and plant products be inspected for plant pests and certified for movement by a U.S. Department of Agriculture inspector prior to the interstate movement when inspection and documentation are required by Federal or State laws or regulations.
