The proposed collection would require public utilities selling electricity in the California Power Exchange and Independent System Operator spot markets to file weekly reports on bids they make in excess of $150 per megawatt hour (MWh). The first report would be due January 10, 2001, for the week of January 1, 2001. The reporting requirement would only stay in place until May 1, 2001, at which time a more comprehensive monitoring and mitigation program would be in place.
