Terms of Clearance: OMB approves this collection for a period of one year to give the agency an opportunity to pilot this survey and gather more data on its effectiveness. The information provided to OMB appears to indicate that this survey is not a random sampling of all possible respondents and thus suffers from significant respondent bias. OMB also notes that the agency is conducting a quota sample, a technique which does not yield an unbiased sample. OMB requests that the agency conduct a more thorough examination of its sampling techniques and conduct followup with nonrespondents to ensure the reliability of its results and the efficient expenditure of its market research resources. Since this is not a random sampling, the agency can make no claims about the bias of the sample, and the agency is not making use of any techiques to correct the bias, the agency should not use the data gathered in this survey to make any policy recommendations or suggest significant changes to existing practice. In addition, OMB notes that questions posed during focus groups are subject to the PRA in most cases and requests any scripts used in the focus groups be submitted for approval under the PRA.
