Part 1 of the Federal Power Act gives
the Commission authority to issue licenses for hydroelectric
projects on the waters over which Congress has jurisdiction. The
information collected by FERC under FERC-511 is in the format of a
written application for transfer of a license, executed jointly by
the parties to a proposed transfer of a hydroelectric facility. The
need for transfer of a license may be occasioned by the sale or
merger of a licensed hydroelectric project. FERC staff use the
information to determine the qualifications of the proposed
transferee to hold title and to prepare transfer of the
license.

1320.8(b)(3).
