This interim rule governs the
designation of Round III Empowerment Zones (EZs) and Renewal
Communities (RCs) nominated by Sttes and local governments. The
designation of an area as an EZ or an RC provides special Federal
income tax treatment as an incentive for businesses to be located
within the area. This rule lays the foundation for designations to
be made in response to applications submitted in response to the
Notice Inviting Applications published in the Federal
Register.
On behalf of this Federal agency, I certify that
