The "Guide" should be considered part of the N-400, and any changes
to the Guide should be treated as a revision to the paperwork
collection. Additionally, this collection is only cleared for 1
year, because the questions on race (based on the FBI categories
for race) do not comply with OMB standards. This collection will
not be cleared upon expiration without race categories that are in
compliance OR an exemption from OMB for the FBI to use different
race categories.
