Terms of Clearance: Approved as amended by and consistent with ED's memos and submissions of 1/8/99, 1/13/99, and 1/25/99. In addition, the following terms of clearance apply: 1) Consistent with the 1/25 memo, ED will revise the application materials to make a clear and conspicuous instruction to the applicant that they have the option to prepay without penalty. 2) By the start of FY 2000 (10/1/99), ED will provide OMB with preliminary results from both: (a) the pilot involving student access to NSLDS, and (b) the pilot involving the exchange of enrollment data directly between NSLDS and lender servicers. 3) ED will revise the application materials so that students are informed that the toll free telephone number provided (or the website address provided) will allow the student to access repayment options and amounts. 4) As soon as practical, ED will revise the application materials so that ED no longer provides the maximum interest rate. Rather, ED will provide the actual interest rate that the student consolidated under since that interest rate is the relevant rate for the life of the student's consolidation loan. ED agrees that if this change cannot be made by 3/31/99, then ED will submit to OMB an explanation for why the change could not be made by the specified time, as well as an updated time-frame of when the change will occur.
