10 CFR 74 contains mandatory
requirements for material control and accounting (MC&A) for
special nuclear material. The proposed rule would move MC&A
requirements for Category II facilities from Part 70 to Part 74.
The information collected is used to ensure that public health and
safety is protected, that licensees are in compliance, and to
satisfy obligations of the US agreements with the IAEA.
