Census is
encouraged to work with the interagency group that collaborated on
developing this supplement to add person level measures of computer
and Internet access for respondents who answer positively to
Question DS1 or DS2. Optimally, these measures will be added to the
September 2002 Computer and Internet Use Supplement and may be
submitted to OMB for approval via Form 83-C, Change Worksheet.
Census should notify OMB no later than May 31, 2002 if these
additional questions are not going to be submitted for
approval.

This information is required to
provide an objective and sound empirical basis for developing
policies with respect to one of the telecommunication information's
highest priorities: helping to ensure that all Americans are able
to participate in the new Information Age. The development of
statistical profiles of disadvantaged groups and specific
geographic areas will permit public-private partnerships target
assistance to those that are most in need.
