response is received (rather than 5) and shall attempt non-response
conversion on all refusals. If even after employing these
techniques, the response rate (as defined by numer of
interviews/projected number of eligibles called) is less than 80%
CDC will not publish or publicize these results without a
discussion of response rates and non-response bias.

The Centers for Disease Control and
Prevention (CDC) seeks to evaluate a targeted HIV/AIDS
communications campaign that is scheduled to air in Houston and
Miami in the third quarter of this year. The evaluation seeks to
determine the effectiveness of this type of targeted campaign
commonly used in private industry, and its appropriateness for
developing future health communications. Respondents between the
ages of 18-64 will be contacted via telephone for a one-time only,
15 minutes survey.
On behalf of this Federal agency, I certify that
