collection request is approved conditional upon the following
terms: (1) ACF will not collect SSN's from survey respondents (2)
Due to potential for wide variability in local office procedures
within States, ACF will include questions that address areas of
local office discretion & will not attempt to generalize local
office survey results to the State as a whole (3) ACF will provide
respondent incentives up front, prior to survey administration,
rather than upon completion of interview (4) ACF will re-order
questionnaire to group all questions on respondents' economic
circumstances together (5) Due to the limited sample size of the
case study States, ACF will not attempt any cross-case study
comparisons.

The study of the TANF Application
Process is a special study designed to provide systematic
information about how application policies and processes have
changed under TANF, and how States define and count applications
and application results. The Study will also explore how
application policies are implemented in a sample of local TANF
offices. The primary purpose of this Study is to provide useful
information to be considered in the upcoming TANF reauthorization
process.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
